Shoal Bay Waste Management Facility

The Shoal Bay Waste Management Facility is home to the City of Darwin's landfill and Darwin Resource Recovery Centre (Recycle Shop). Shoal Bay is also home to Shoal Bay Mulch and the Darwin Renewable Energy Facility.

Shoal Bay is a municipal waste disposal site servicing the Greater Darwin region. Shoal Bay has a lined putrescible waste landfill cell, inert waste landfill cell, transfer station, recycle shop and mulching facility.

Access tags

City of Darwin residents (who pay the waste levy) are provided with free access to the Shoal Bay Waste Management Facility for domestic quantities of household waste via their electronic access tag. The tags are linked to a residential property and only one tag is allocated per property (additional tags can be purchased at the annual fee).

Please note the following conditions of use:

  • Only sedans, panel vans, station wagons, motorcycles and utes up to 1 tonne capacity are able to access the domestic lane.
  • Only single axle trailers are able to be used to dispose of waste via the domestic lane.
  • All other vehicles and double axel trailers must use the commercial lane and pay the required commercial fee for disposal.
  • Your access tag is only to be used for the disposal of domestic waste from the property the tag has been issued to.
  • All waste generated from a business, including a home based business, must use the commercial lane and pay the required commercial fee for disposal.
  • Tags are issued to the property not the person and are not transferable between properties 

Replacement Tags

All tags must be collected from the weighbridge at the Shoal Bay Waste Management Facility.

If a tag is lost, residents will be issued with a replacement tag, upon application. A minimal charge will apply for a replacement tag. The old tag number will be made inactive and cannot be used to visit the facility. Replacement tags are issued at the  Weighbridge Office at the Shoal Bay Waste Management Facility.

Proof of residency or ownership of a property is required. Residents renting a property are advised to contact their landlord/real estate agent to arrange a tag.

Tags can be:

  • ordered at the Civic Centre in Harry Chan Avenue, Monday to Friday 8am to 5pm. Allow two days before tags can be collected at the weighbridge. Residents who have applied for a tag can access the facility by showing their licence at the weighbridge.
  • purchased directly from the Weighbridge at the Shoal Bay Waste Management Facility on the weekend or after 4pm weekdays (tags may be purchased during business hours at the weighbridge but there may be delays).
  • proof of address is required with every application.

Please Note: access tags are strictly for domestic use only and may be cancelled if any person is utilising the tag for commercial reasons.

Domestic waste from other municipalities

Householders, who do not live in the City of Darwin municipality, or do not pay a waste levy to City of Darwin, can purchase a Shoal Bay access tag.

These tags must be ordered at the City of Darwin Civic Centre and collected from the weighbridge at the Shoal Bay Waste Management Facility.

Download the Access Tag Application Form. After 12 months, householders can “recharge” the access tag through payment of the annual fee.

What if a resident forgets to bring their access tag to Shoal Bay?If you forget your access tag at the Shoal Bay Waste Management Facility, proof of residency in the City of Darwin municipality is required, or a fee may be charged. Any additional loads that you bring in without an access tag will be charged per load.

What is a domestic load of waste ?
A domestic load is considered to be general household waste delivered in a non-commercial vehicle. Residents accessing the domestic lane using their access tag should be in cars and single axle trailers or utes up to one tonne. Waste brought through in trucks over one tonne is considered to be commercial and will need to access Shoal Bay via the commercial lane, see Commercial Users.

Opening Hours - 7 days a week, 7:00am to 6:00pm (7:00am to 2:00pm Christmas Day).

 

Recycle Shop 

All approved used goods and materials (including car batteries, whitegoods, etc) should be taken to the Recycle Shop which is located on the left hand side before entering the weighbridge. Recycling these goods will help save disposal costs at the weighbridge office and reduce waste to landfill.

Commercial Users

All waste generated from a commercial activity, including a home business, or waste that does not fit within the definition of a domestic load is considered to be commercial. Vehicles carrying commercial loads of waste should access Shoal Bay via the weighbridge through the commercial lane (on the right hand side). Disposal Directions

Once past the weighbridge office users are required to follow the directions given by the weighbridge staff to dispose of their load.

All loads of Cleanfill or Special Waste require approval prior to delivery at Shoal Bay. You will need to allow a minimum two business days for approval.

Please take care when accessing the landfill site and ensure that your load is safely secured and that you obey all posted signage. Smoking and scavenging is not permitted at Shoal Bay Waste Management Facility.

Shoal Bay is a municipal solid waste landfill. No commercial liquid or hazardous waste is accepted. For more information on waste accepted at Shoal Bay contact City of Darwin on 08 8930 0300.

Domestic Users

City of Darwin residents are provided with free disposal of domestic quantities of household waste (up to 200kg per load) in a non-commercial vehicle using their Shoal Bay Access Tags. Domestic users from other municipalities can access Shoal Bay via an Annual Access Tag or pay per load.

Residents accessing the domestic lane should be in cars and single axle trailers or utes up to one tonne. Waste brought through in trucks over one tonne, waste generated by home renovations, or by the removal of large trees, is considered to be commercial and will need to access Shoal Bay via the commercial lane and pay commercial fees for disposal. Disposal Directions

Residents should take all approved used goods and recyclable materials (including car batteries, whitegoods, etc) to the Recycle Shop which is located prior to the roundabout on the left hand side before the Weighbridge.

Domestic recyclables normally collected from the kerbside are also accepted in the bins located at the Recycle Shop. Uncontaminated domestic greenwaste should be taken to the greenwaste area. All general waste should be disposed of in the transfer station bins.

Shoal Bay Mulch and Garden Soil

Shoal Bay Mulch also operates at the facility. All clean domestic greenwaste collected on site is processed to make high quality garden mulch and compost.

All greenwaste goes through a patented series of processes whereby the greenwaste is shredded, pasteurised and mixed with other materials to create a range of products suitable for any garden.

Shoal Bay Mulch Shop is open 7 days a week from 8.00am - 4.30pm

Special Waste

The Shoal Bay Waste Management Facility is a solid waste municipal landfill servicing the Greater Darwin region only. Special Waste is accepted for disposal following approval from the City of Darwin. Shoal Bay is a licensed landfill which follows the NSW EPA Waste Classification Guidelines.Acceptance of waste at Shoal Bay is based on the criteria outlined in the NSW guidelines. Please note that other guidelines may also apply when assessing an application. City of Darwin retains the right to refuse the disposal of any type of waste. Liquid waste is not accepted at Shoal Bay under any circumstances

Under strict conditions, waste that is potentially considered to be harmful, either to humans or the environment, may be accepted at Shoal Bay, for immediate burial.

To apply for special waste disposal the Special Waste Disposal Form will need to be completed and returned to City of Darwin for assessment and approval prior to delivery at Shoal Bay. Soils

All soils, including cleanfill, must be applied for prior to disposal at Shoal Bay. Please complete the form and return to City of Darwin for assessment. Testing for contaminants may be required prior to an assessment of the application.

Asbestos

Asbestos disposal at Shoal Bay is by application only and under strict conditions.

To apply for asbestos disposal, complete the Asbestos Special Waste Disposal Form, return to Council for approval as per directions on the form and then contact the Landfill Supervisor on 0417 989 019 to arrange a date and time for disposal.
