Alderman Glover moved to Darwin from Melbourne in 1995 to work as a nurse at Royal Darwin Hospital’s rehabilitation ward. Her key interests include good governance, accountability and transparency, and ensuring the council invests in the northern suburbs to promote safety and community connections. She is committed to building a smart, prosperous, vibrant, creative, safe, liveable, cool, clean, green city.

Alderman Glover has a degree in nursing, a master's in international management and a diploma of business, and is a graduate of the Australian Institute of Company Directors. Currently, she is the non-clinical support services Operations Manager at Palmerston Regional Hospital.

She has been a member of the Victims of Crime board, Holy Family School board and KidSafe NT board. She is a Commissioner of Oaths.

Alderman Justine Glover became interested in local government after being seconded as a safety and injury prevention officer to Palmerston Council in 2006. “This was an incredible opportunity and showed me how connected local council is to the community and how local council can get so much done at the grassroots.” She learnt from then Palmerston Mayor Annette Burke that council is about more than roads, rates and rubbish – “it is also about relationships”.

Alderman Glover thoroughly enjoys being an alderman. “It is truly humbling to be voted in to represent the constituents of Waters Ward. It can be tough at times as not all decisions are popular with the community and you can cop abuse. But that is our job – to make decisions that are in the best interest of all the community and to make sure the council is accountable and transparent.”
