City of Darwin supports a diverse calendar of community, cultural, sporting and commercial events that activate public spaces, celebrate our community and contribute to Darwin's economy. Through the Events Program, organisers can apply to deliver events across a range of Council-owned parks, reserves and public spaces, with support to ensure events are safe, well-managed and enjoyable for the community.

Application Guidelines
The following guideline outlines the framework for activations and events on council land and assisting applicants through the online application process.
Applicants are encouraged to read the relevant policies, guidelines and venue information before submitting an application.
Eligibility
To be eligible to hold an event on City of Darwin-managed land, organisers must provide the required application information and demonstrate that the event can be delivered safely and responsibly.
Depending on the scale and nature of the event, applicants may be required to provide:
- A completed Event Application Form.
- Event Management Plan or schedule..
- Site Plan.
- Risk Assessment.
- Traffic Management documentation (where applicable).
- Public Liability Insurance ($20 million minimum, noting City of Darwin as an interested party).
- Emergency Management Plan (where required).
- Waste Management Plan, including measures to minimise waste and maximise recycling.
- Food vendor information (if applicable).
- Temporary liquor licence documentation (if applicable).
- Other supporting documentation relevant to the proposed event.
All events must comply with:
- City of Darwin policies and guidelines.
- Relevant legislation and regulatory requirements.
- Permit conditions.
- Venue-specific requirements.
- Directions issued by relevant authorities.
Meeting the minimum application requirements does not guarantee approval. Applications are assessed on their individual merits, considering public safety, venue suitability, community impact, operational capacity and the availability of the requested location.

- When do I need an event permit?

You may need an event permit wWhen holding an organised event or activation on City of Darwin-managed land. Requirements depend on the location, activity, attendance, infrastructure and potential impacts of your event.
- Which Council venues are available for events?

City of Darwin manages a range of parks, reserves, streets, foreshore areas and civic spaces that may be available for events. Venue availability and suitability will depend on your event requirements, existing bookings and site conditions.
- How much notice is required before my event?

Notice requirements depend on the scale and complexity of your event. As a guide, allow at least 10 business days for smaller events, with more complex events generally requiring 1–6 months planning and assessment time.
- What are the permit fees?

Fees vary depending on the venue, event type, duration and services required. For current fees, venue hire charges and other applicable costs, refer to the current Fees and Charges Schedule, which is reviewed and updated annually.
- What supporting documentation is required?

This depends on your event. You may be asked to provide a site plan, risk assessment, event management plan, traffic management documentation, waste management plan, public liability insurance and other information relevant to your event.
- Do I need public liability insurance?

Generally, event organisers are required to hold appropriate public liability insurance, with a minimum of $20 million cover where required by City of Darwin. Your policy may also need to note City of Darwin as an interested party.
- Can I sell food or alcohol?

Food vendors must meet applicable food safety and registration requirements. If alcohol is being sold or supplied, you may also need a liquor licence or approval from the relevant NT Government authority; a City of Darwin event permit does not replace these requirements.
- Can roads or footpaths be closed?

Road, footpath or parking closures may be possible but require assessment and approval. Traffic management arrangements, including a Traffic Management Plan or Traffic Guidance Scheme, may be required depending on the proposed impact.
- Can I erect marquees or temporary infrastructure?

Temporary infrastructure such as marquees, stages, fencing and other structures may be permitted subject to the venue and event requirements. Details should be included in your application, and additional plans, certification or approvals may be required depending on the structure.
- What waste management requirements apply?

Organisers are responsible for providing appropriate waste and recycling facilities and managing waste generated by their event. Planning should prioritise waste avoidance, reuse and recycling and consider the expected attendance, food vendors, event duration and venue.
- How are applications assessed?

Applications are assessed based on the event's location, scale, complexity, safety and potential impacts on the community and Council assets. We may also need to consult with internal Council teams and external agencies such as NT Police, NT Government agencies, emergency services or public transport providers.
- Can my application be refused?

Yes. An application may not be approved if the proposed event is unsuitable for the location, creates unacceptable impacts or risks, conflicts with other activities, or does not meet relevant requirements. Where possible, we will work with organisers to identify alternative arrangements.
- How do I amend or cancel my application?

Contact the City of Darwin Events team as soon as possible if your plans change. Significant changes to the date, location, attendance, layout, infrastructure or activities may require further assessment or an amended permit.
