Organisation Structure

City of Darwin’s organisational structure consists of three Hubs, led by General Managers and the Office of The Lord Mayor and CEO:

Council delegates relevant responsibilities to the Chief Executive Officer to manage the activities of Council on a day-to-day basis. These delegations are all of the powers, functions and duties of Council under all relevant legislation with the exception of:

•   Adoption of the Municipal Plan
•   Powers to fill a casual vacancy in the role of Lord Mayor or Elected Members
•   Powers to establish or abolish a Council Committee
•   Power with regards to meetings of electors
•   Any loan borrowings, entering mortgages, issuing of bonds or similar undertaking excluding Minor Transactions as defined in the Borrowing Guidelines
•   Where Council enters a Fixed Purpose Contract and anticipated expenditure is over $10 million (ex GST)
•   Where Council enters a Period Contract and $10 million expenditure (ex GST) is expected to occur in any year
•   Where Council enters a Panel Contract and anticipates expenditure over $10 million for a project (ex GST) or $10 million (ex GST) per year for a service
•   Other circumstances where Council would create a financial liability of $10 million (ex GST) or more.

Council has also determined that the Chief Executive Officer is an authorised person for the purposes of the Local Government Act.
