City of Darwin has a number of plans and strategies to enable us deliver council services, undertake projects and develop long term thinking.

The Municipal Plan - The Local Government Act 2019 requires Council to have a plan for its area. For the City of Darwin it is called the Municipal Plan. It must contain a service delivery plan and Council’s budget. It must also contain, or incorporate by reference any long term plan, community or strategic plan adopted by Council and the Council’s long term financial plan. The Municipal Plan is essentially the implementation of the strategic directions outlined in Council's Strategic Plan, Darwin 2030: City for People. City of Colour. and is updated annually.
City of Darwin sets a 10 year strategic plan Darwin 2030: City for People. City of Colour. as its ultimate strategy and vision for the City - the Strategic Plan informs Council’s strategic planning framework and is the basis upon which Council determines its strategic platforms (or strategies) and then measures its performance against these in order to demonstrate its effectiveness to the community.

Council's Governance Framework responds four principles of Governance established by Council's Strategic Plan, Darwin 2030: City for People. City of Colour.  They are:

  • Vision and Culture
  • Roles and Relationships
  • Decision Making and Management
  • Accountability

The Governance Framework gives context to Council policies, processes and practices in order to achieve good governance incorporates Council's Governance General Policy, Policy 030.

The Long Term Financial Plan (LTFP) - This is an important strategic document which forecasts and aligns long term financial viability against the targets and objectives set by Council.

Council has put in place three key strategies that will guide the actions and targets Council aims
