Event Permit – Technical FAQs
These FAQs provide general guidance for planning events on City of Darwin-managed land. Requirements vary depending on the event, venue, scale and complexity. City of Darwin may request additional information or documentation as part of the assessment process.
Applying & Permits
- Do I need an event permit if my event is on Council-managed land?

If you are organising an event or activation on City of Darwin-managed land, you mayit is likely you will require an event permit. Requirements depend on the location, activity, scale and potential impacts of your event.
- How do I know whether my event is a Small or Comprehensive Event?

Use the application categories as a guide rather than relying on attendance numbers alone. In addition to numbers, iInfrastructure, traffic, alcohol, food vendors, multiple sites or days, environmental considerations and other operational requirements may make an event more will determine if your event is classified as “comprehensive” or “small”.
- Does the number of attendees determine what type of application I need?

No. Patron numbers are an important consideration, but they are only one part of the assessment. A smaller event can still be complex classified as “comprehensive” if it has significant infrastructure, traffic, access or operational impacts.
- What makes an event more complex”comprehensive”, even if attendance numbers are low?

The classification of an event as “comprehensive” depends on the complexity of the event. Complexity can come from road or parking impacts, temporary structures, power requirements, alcohol, food vendors, entertainment, multiple activities or environmental considerations. Events may also require coordination with other agencies or City of Darwin teams.
- Can my event operate across multiple venues or days under one application?

This may be possible where the sites and activities form part of the same event, but each location and event period will be assessed separately. Make sure to pProvide all proposed sites, dates and activities in your event permit application so the requirements for each component of your event can be confirmed.
- What happens if my event requires changes after my permit has been issued?

Contact the City of Darwin Events team as soon as possible before making changes. Significant changes to the location, layout, attendance, infrastructure or activities may require further assessment or an amended permit.
- Can I change my event layout after submitting my application?

Minor changes may be able to be accommodated during assessment, but significant changes should be discussed with the Events team before implementation.and may require a new application or assessment dependent on the site. Your approved site plan should reflect the final event layout.
Venues & Site Planning
- How do I check whether my chosen venue has power or water?

Check the venue information and available site maps when developing your initial plans. Not all City of Darwin venues have power, water, toilets or other services, so organisers should confirm site requirements early.
- When will City of Darwin arrange a site inspection?

Site visits are generally most useful once you have completed the initial planning and have a reasonable understanding of your proposed set-up. This allows the site to be reviewed against a specific layout, infrastructure and operational plan.
- What should I have prepared before a site visit?

You should have a reasonable idea of your event layout, infrastructure, access requirements, anticipated attendance and services required. A draft site plan is particularly useful for discussing power, water, vehicle access, structures and protection of the site.
- What are the requirements for protecting grass, trees, irrigation and other Council assets?

Event infrastructure, vehicles and equipment must be planned to avoid damage to turf, trees, irrigation, gardens and other Council assets. Site-specific conditions may apply, including restrictions on vehicle access, ground penetration and placement of infrastructure.
- Can I use Council irrigation areas, garden beds or trees as part of my event layout?

Event layouts must account for existing landscaping, irrigation and vegetation and should not rely on Council assets to support infrastructure. Any proposed use or impact on these areas should be identified in the application and may require specific approval or conditions.
- How do I identify underground services before installing infrastructure?

Organisers and contractors are responsible for considering underground services before any ground penetration or excavation is proposed. Do not install stakes, anchors or other ground-fixed infrastructure until the required service checks and approvals have been completed.
Infrastructure
- How much infrastructure can I have before additional approvals are required?

There is no single infrastructure threshold that applies to every event. The type, size, quantity, location and installation method of structures will be considered as part of the event assessment.
- Can I use stakes, pegs or ground anchors to secure temporary infrastructure?

Ground penetration is not generally suitable without prior assessment and approval because of irrigation, underground services and protection of public assets. Where ground-fixed infrastructure is proposed, provide details with your application so suitable requirements can be determined.
- What are the requirements for stages, marquees, temporary fencing and other structures?

Temporary structures must be suitable for the proposed location and conditions and installed in accordance with relevant safety requirements. Depending on the structure, size and use, City of Darwin may request plans, certification or other supporting documentation.
- Can I bring a generator if power is not available at the venue?

Generators may be suitable where a venue does not provide the required power, subject to the event and site requirements. Generator placement, noise, fuel storage, electrical safety and public access should be considered in the event plan.
- Can I connect temporary power to Council infrastructure?

Only approved connections to Council infrastructure should be used. Power requirements should be identified during the application process so availability, capacity and connection arrangements can be confirmed.
- Do I need to provide temporary toilets?

Toilet requirements depend on the expected attendance, event duration, venue facilities and event activities. Where existing facilities are insufficient, organisers may need to provide source additional temporary toilets and accessible facilities.
- When is an engineer's certification required for temporary structures?

Certification may be required for certain temporary structures depending on their size, design, use and risk. If certification is required, City of Darwin will advise what supporting documentation is needed as part of the assessment.
- What documentation is required for amusement devices or other high-risk activities?

- What are the requirements for temporary electrical installations?

Traffic & Access
- How do I plan vehicle access for bump-in and bump-out?

Include proposed vehicle routes, access times, loading areas and the types of vehicles required in your site plan. Vehicle access must consider pedestrians, existing park infrastructure, turf protection and emergency access.
- When is a Traffic Management Plan required?

A Traffic Management Plan may be required where an event affects roads, traffic, parking, pedestrian movements or access. The requirement will depend on the location and proposed traffic impacts and may involve assessment by relevant authorities.
- Will my event require a road closure or changes to parking?

Not necessarily. Road closures or parking changes depend on the event location, attendance, traffic impacts and proposed activities, and must be identified and assessed before the event.
- Do I need approval for vehicles to access a park or event site?

Vehicle access to parks and public spaces is subject to site conditions and event approval. Include all required vehicle access in your application rather than assuming vehicles can drive onto the site for deliveries or bump-in.
- How do I manage emergency vehicle access through an event site?

Emergency access routes must remain clear and usable throughout bump-in, the event and bump-out. Your site plan should identify emergency access and ensure temporary infrastructure, vehicles and crowds do not obstruct these routes.
Food, Alcohol & External Approvals
- What are the requirements for food vendors at an event?

Food vendors must meet applicable food safety and registration requirements in addition to the City of Darwin event permit requirements. Organisers should provide details of food vendors as part of the event planning and application process.
- What approvals do I need if alcohol is being served or sold?

A liquor licence or other approval may be required depending on how alcohol is provided at the event. City of Darwin event approval does not replace any liquor licensing requirements, so organisers should allow sufficient time to obtain the relevant approval.
- What additional approvals might I need from NT Government agencies?

Depending on the event, approvals or consultation may be required for liquor, traffic, food, fireworks, amusement devices, public transport, emergency management or other regulated activities. Environment & Amenity
- How do I manage noise from amplified music or entertainment?

Noise must be managed to minimise impacts on surrounding residents, businesses and other users of the area. Depending on the event, you may need to provide information about sound systems, operating hours, monitoring or other noise controls.
- What waste and recycling facilities do I need to provide?

Event organisers are responsible for planning appropriate waste and recycling services for their event. Your waste management plan should consider expected attendance, food vendors, event duration and opportunities to minimise waste and use reusable materials.
- What accessibility requirements should be considered in my site plan?

Event layouts should consider accessible paths, viewing areas, toilets, parking and access to key event facilities. Accessibility requirements should be considered from the beginning of the site planning process rather than added after the layout is finalised.
Event Coordination & Site Conditions
- What happens if my event overlaps with another booking or major event nearby?

Venue availability and surrounding event activity are considered during assessment. Applying early gives City of Darwin more opportunity to identify conflicts and work through access, traffic, noise or operational impacts.
- What happens if bad weather affects my event or damages the site?

Organisers should have appropriate contingency arrangements for weather and changing site conditions. Responsibility for protecting people, equipment and Council assets, and for any required site reinstatement, remains with the event organiser unless otherwise agreed.
- Who is responsible for reinstating the site after an event?

Organisers are responsible for leaving the site clean, safe and in an agreed upon condition after the event. Any damage or additional cleaning, waste removal or reinstatement requirements may result in additional costs or charges.
- How far in advance do I need to submit changes to an approved event?

Changes should be raised as early as possible, particularly where they affect traffic, infrastructure, attendance, operating hours or other approvals. Late changes may not be able to be accommodated if there is insufficient time for assessment or stakeholder coordination.
